What does the referee Joe Cortez mean when he says "unfair but unfirm"?

He really meant THAT when he said, nay claimed that he is fair but firm. Nothing in the fights he had refereed on that I happened to watch on TV would justify or make him fit for his favorite expression. He kind of reminds me of an old Neil Young song, 'Cortez the Killer". That';s what he is--a killer. he usually killed the momentum of a fight especially if it was going against his favored fighter, killed the excitement of the fans and killed the chances of the poor opponents whom he disliked. What a bore boar!
