Should Cortez Kennedy Be voted to the Hall of Fame this time around?

Cortez Kennedy was one of the greatest Defensive players to ever play for the Seattle and has been in the voting for the Hall of Fame for 5 years and has not made it in yet, he has made it to the finalists 3 times, this is his 3rd, so what do you guys think, should Kennedy become the 4th Seahawks to go to the Hall of Fame?
