Dream Act Student jailed on drug charges sentenced to 10 years for illegally reentering United States?

A Dream Act student? What does that mean? First of all, the Dream act has not passed. and second, I doubt he would apply for this. he would need to go to college and/or sever in the US army. No one can just apply, especially those who have committed crimes like the ones you talk about.
