What could I do to add more HP/Torque to my 84 corvette?

It already has a high end muffler system. Ive heard of adding headers, changing cams, turbo/super,etc. But i want to know what the cheapest is for the most gain. It has the chevy 350, (as opposed to the Oldsmobile engine).
